Description of Problem: HR_SCP_ID_BLACKBOARD could not perform extract file transfer to Black Board

Update/Resolution: The SCP process of sending one of the extract files failed again this morning. A reboot of the server maybe required.

User Impact: The 4am UC4/APPWORX job, HR_SCP_ID_BLACKBOARD of got an error during the SCP PUT of the file, hr_facstaff.txt to BlackBoard. The message was; The process cannot access the file because it is being used by another process. I tried to repeat the transfer manually at 7:15am, but got the same error. It appears that something on BlackBoard has locked the file.
